National 4-H Congress is the flagship event of the National 4-H program held Nov. 24 – 29  in Atlanta, Georgia. Extension staff, 4-H youth and 4-H adult volunteers analyze current youth issues and determine the most effective ways to address them. 4-H members can apply on 4-H Connect through April 15.  There is no fee to apply.  If selected, participation fee is $1,500 and covers Congress registration (includes most meals), roundtrip airfare, ground transportation in Atlanta, lodging at the Hyatt Regency, educational tours, States lunch, state photograph, trading pins and commemorative shirt. Youth must be in grades 9-12 at the time of the event, November 24-29, 2016.   More information is available here.
